Fascism: modern barbarism (and II)

In this second and final part of the essay, the author addresses the core aspects of fascism. His analysis on nazi propaganda and esthetics is quite relevant. There is a remaining question: is the institutionalized barbarism an exclusive feature of fascism? Or is it a consequence of the illustrate concept of progress, to which barbarism is joined to?
