Abstract

This article presents a methodological approach to the study of the regulatory frameworks of educational decentralization, putting Stubbs’ linguistic theory into practice around key words which are present in social institutions with the Python programming language. The objective of the proposal is to present through keywords the totality of responsibilities that a regulation grants to instances in which actors not linked to the State participate in the tasks of decentralization. It is proposed that the methodological strategy will allow a panoramic visualization of the functions of the instances under study, facilitating their preliminary understanding and providing a start to implement other techniques within text mining. This is put into practice with the study of the regulatory document of the latest educational decentralization project carried out in El Salvador, the Integrated System of Full Time Inclusive Schools (SI-EITP).
