Abstract
In the last two decades, social programs became a mechanism of social control, through which the actors with most power have a strong influence to legitimate their perspectives and ideologies in the poverty zones in a context characterized by a development model inspired in the ruling Neo-Liberalism. In this context, this paper discusses some of the most relevant issues regarding social policies in Latin America and its social effects.
