Abstract
This article provides a specific interpretation of what is meant by “territorial development.” It begins with a specific understanding of what development is – or should be – but also with alternative interpretations of the “territorial” addition to the concept of development. This paper concludes that the key element to understand territorial development is the concept and reality of the “system of actors”. Several operational, ethical and capacity building consequences derive from this understanding in order to transform the “system of actors” into authors, actors and agents of their own destiny.
